In 2024, over 1 in 4 public sector construction contracts were awarded via framework agreements or Dynamic Purchasing Systems (DPSs). In fact, the number of contracts called off from frameworks has nearly tripled in just four years.
But with so many frameworks out there, which ones are buyers actually using? And how can suppliers develop a framework strategy that sets them up to win?
Tussell’s 2025 Public Sector Construction Framework Snapshot reveals the answers. Using exclusive data from the Tussell platform, it uncovers the most active frameworks in the construction space - helping you build a strategy that really works.
📊 Which construction frameworks does the public sector actually use?
Framework usage varies significantly across the public sector, with Central Government calling off half of all construction contracts via frameworks compared to Local Government and the NHS (which use frameworks less than 25% of the time).
In 2024, the five largest construction frameworks (ranked by total value of call-offs) included RM6267 (Construction Works and Associated Services 2), two other CCS frameworks, and two additional frameworks from other providers.
However, the top frameworks in each public sector vertical varied significantly.
