The 2025 English Devolution Report draws on data from Tussell's market intelligence platform to predict the future of Local Government procurement.
The report shows that amongst Local Authorities that have already undergone devolution, contracts have consolidated. It shows that the volume of new contracts awarded by the English Local Authorities is likely to decrease over the next few years - whilst the value of each contract is set to rise.
This poses a direct risk to SMEs and VCSEs, which are often best-placed to win lower-value tenders.
The report also predicts a change in the top frameworks - particularly in the skills, transport and construction sectors - as Local Authorities in England take on a larger role in procurement.
