Who are the UK’s biggest public sector technology suppliers?
The UK public sector spent £23.2 billion with technology firms in FY24/25. Bytes, Capgemini and Softcat were the three highest-earning suppliers.
The rest of the top ten includes major defence, telecoms and technology providers such as Leidos, BT and IBM.
How much does the UK government spend with British technology firms?
UK-headquartered firms make up 47% of the Tech Titans by number, but generate just 42% of their total public sector revenue.
That share has fallen from 45% in FY19/20, with overseas-headquartered technology suppliers taking a growing share of the market.
Which public sector buyers spend the most on technology?
HMRC is the UK public sector’s largest buyer of technology from the Tech Titans, driven by major digital transformation programmes. The Ministry of Defence has also re-emerged as a leading buyer as spending priorities shift towards national security.
The NHS accounts for a growing share of Tech Titans’ revenue, while Local Government’s share has fallen from 17% to 12% since FY19/20.

How important are public sector frameworks for technology firms?
Frameworks are an important route to market for technology suppliers — and become even more important for firms looking to achieve scale.
Across the wider technology market, 35% of contracts are awarded through a framework or Dynamic Purchasing System (DPS). Among the UK’s largest technology suppliers, that rises to 56% in FY24/25.
For suppliers looking to grow, that makes it important not just to secure framework places, but to understand which frameworks and Lots their target buyers actually use.
Which frameworks are used most by technology firms?
A small number of frameworks account for a large share of public sector technology buying. In FY24/25, just five frameworks accounted for almost £5 billion of call-offs to the UK’s largest technology suppliers.
Among the leading frameworks are Technology Services, TePAS, Contact Centres and Business Services, G-Cloud and DALAS.
But framework usage is highly fragmented overall: more than 500 different framework agreements were used by top technology suppliers between FY19/20 and FY24/25. The important question is therefore not just which frameworks are biggest, but which frameworks and Lots your target buyers actually use across your key service and product lines.
Why does Lot-level framework activity matter?
Being on the right framework is only half the battle. Individual Lots within the same framework can vary significantly in how often they are used, which buyers use them, and how much contract value flows through them.
Understanding Lot-level activity helps suppliers identify which parts of a framework are actually generating opportunities - and where to focus future bidding and partnership effort.

How can technology firms identify public sector opportunities earlier?
Tender notices only show opportunities once procurement is already well underway.
Earlier signals can appear in council and departmental meeting minutes, procurement pipelines, budget approvals, and strategy documents - often months before a formal tender or pre-tender notice is published.
In H1 2026, Tussell identified 1,876 early technology buying signals to help teams spot emerging demand before it reached the tender stage.
How can technology firms win more public sector work?
Winning more public sector technology contracts starts with focusing on the right parts of the market.
That means identifying the buyers that matter most, understanding which frameworks and Lots they actually use, tracking incumbent suppliers, and spotting demand before it reaches the tender stage.

FAQs
Which public sector technology markets are growing quickest?
Software-led categories are seeing some of the fastest growth in public sector technology procurement. Since FY19/20, contract volumes have risen particularly quickly in Sector-Specific Software, Technical & Developer Tools, ERP, Finance & HR Systems, and Commercial Off-the-Shelf (COTS) Software.
Among these, Sector-Specific Software grew fastest, with contract volumes up 180%, followed closely by Technical & Developer Tools at 178%.
Can SMEs win public sector Artificial Intelligence contracts?
Yes. SMEs can and do win public sector AI contracts, and the market is significantly less consolidated than many other areas of public sector technology.
AI-related contract volumes are growing, but many opportunities are still being won by smaller and specialist firms, particularly where buyers need niche capability, emerging technology or sector-specific expertise.
